DUBAI – Smart cities are emerging as a cornerstone of sustainable economic growth, environmental stewardship and improved quality of life, according to a new report released by the World Governments Summit Organisation.

The report says cities that effectively integrate technology into urban planning are better equipped to tackle climate challenges, strengthen resilience and deliver better public services. As urban populations expand and climate risks intensify, it stresses that sustainable urban development has become an urgent priority rather than a long-term ambition.

Published in collaboration with Deloitte, the report, Smart Cities: Integrating Technology for Sustainable Urban Development, explores how emerging technologies are transforming cities into more connected, resilient, sustainable and liveable places. It argues that technology should be viewed as a strategic driver of urban transformation rather than simply a tool for modernisation.

Urban shift

According to the report, technologies including artificial intelligence, digital twins, the Internet of Things (IoT), advanced connectivity and predictive analytics are helping governments optimise energy use, improve transport systems, strengthen climate resilience and enhance the overall experience of residents.

Reem Baggash, Deputy Director of the World Governments Summit, said sustainable urban development has become one of the world's foremost government priorities as cities face rapid urbanisation, population growth, climate change and mounting pressure on infrastructure and public services.

She said technological innovation presents governments with unprecedented opportunities to improve urban resilience, enhance public services, increase the efficiency of resource management and strengthen preparedness for future challenges.

Baggash added that cities successfully aligning technology with sustainability goals would be better positioned to attract investment, improve quality of life, create new economic opportunities and remain competitive in an increasingly interconnected global economy.

Five priorities

The report identifies five central dimensions of smart city development: modernising urban infrastructure through technology, promoting sustainable practices and resource efficiency, strengthening citizen participation and inclusion, building climate-resilient and future-ready cities, and creating healthier, more liveable urban environments.

It highlights how smart energy systems, intelligent transport networks, digital water management platforms and city-scale digital twins are enabling governments to improve service delivery while reducing environmental impacts.

The publication also presents international case studies showing how technology is supporting circular economy initiatives, carbon reduction strategies and climate adaptation efforts across different regions.

Future readiness

Beyond technology deployment, the report examines the policy, governance, financing and interoperability challenges that cities must overcome to successfully expand smart city initiatives.

It underlines the importance of digital public infrastructure, shared standards, cybersecurity and collaborative governance frameworks to ensure long-term urban resilience and sustainable growth.

The report further outlines how emerging technologies, including next-generation connectivity, advanced robotics, immersive technologies and predictive analytics, are expected to redefine urban development and reshape the way cities provide housing, transport, energy, healthcare and other essential services while minimising environmental impacts.
